Can I paint this or does it need any prep?

Stainless steel doesn't rust, so paint is purely cosmetic. If you want a finish, light scuffing and high-temp exhaust paint will adhere. Stock stainless will develop heat discoloration and patina over time — that's normal and doesn't affect function.
