If you pull the drawstring as tight as possible it’s a 21” waist. But if you don’t mind wearing it with open slits on the sides , you could put a top or jacket over the top of it, it can fit up to 32”. The hips are 42” and it’s very full below that, flaring out to 120” in circumference at bottom hem. Cotton velvet, unlined, with nylon ruffles. True color is black. No label. Excellent condition with no holes or stains. Has no closure besides the drawstring.

**A note on measurements: I like to give measurements on items rather than a numerical size as I find this to be a much more precise way of determining size. If the garment I have measures the same as a garment you have, you can be assured of a good fit. If you have any questions about how I did the measuring just email!
