EMU3000 is the latest express train of Taiwan Railways (hereinafter referred to as TRA). A total of 600 cars are scheduled to be introduced as the flagship of TRA, and they will start operation from the end of 2021 to replace the old-style cars operated by the Ziqiang (equivalent to Japan's limited express), the passenger train Chuguang (equivalent to Japan's express), and the electrified South Link Line diesel cars.

Since 2019, TRA has been refreshing its stations and cars based on the idea of "TAILE Aesthetics Revival (FUTURE-RENAISSANCE)". Based on this philosophy, the EMU3000 has a modern design with a simple monotone base and accent colors on the top of the doors, with the motto "Let's make an express train that we can be proud of in the world". In order to increase the transport capacity of the conventional cars, the train will be made up of 12 cars with 20m-class bodies, and the 6th car will be coupled with a business class commercial car (Tengyunzaso), which is equivalent to a green car in Japan.
