Can I weld this instead of bolting it?

You can, but welding defeats the purpose — the flex construction is engineered to move and absorb vibration. Bolting it lets the pipe do its job. If you weld it rigid, you're back to the cracking problem a flex pipe solves.

Will this pipe fit my current exhaust setup?
