Water is a liquid at room temperature while Carbon Dioxide is a gas. Matter can exist as a solid, liquid or gas. Sometimes the same thing can be all three. Ice is water that is so cold that it is a solid. It becomes a liquid at normal temperatures and it becomes a gas when it reaches its boiling point.
